The Office of Regulatory Impact Assessment (ORIA)

The Office of Regulatory Impact Assessment (ORIA) has been established in the ECOSOCC to administer the RIA project.

The Implementing Agencies for the project are the Ministry of Commerce (MoC), Ministry of Environment (MoE), Ministry of Industry, Mining and Energy (MIME) and Ministry of Tourism (MoE).

The proposed RIA scheme requires a RIA statement to be presented to the decision makers (usually ministers) before they sign off on a regulatory proposal, enabling them to make more informed decisions.

The objective of the RIA project is to reduce compliance costs and improve the competitive environment. This makes the businesses more efficient and effective, boosting Cambodia’s competitiveness and economic growth. It also leads to a better law making process and a evidenced based policy making culture.

The website provides information on the RIA project, including its organization structure and activities. In addition, it provides a list of regulations, RIA statements, public consultation, training programs, recent news about regulatory matters, etc. The inception report outlines the activities of the project.

History

Under the sub-program PED (PED-SP1) financed by ADB ($ 21 million) in 2008, the Royal Government of Cambodia to implement measures to facilitate trade and investment incessantly as the foundation for increasing competitiveness and diversifying the economy in the long term.

Sub-program (PED-SP2) established through the reforms carried out in the PED-SP1 Focus on regulatory reform and competition policy.

These reforms help boost economic diversification through:
   a - Increase local market competitiveness and improve regulatory efficiency.
   b - Strengthen the confidence of investors through the regulatory environment and stimulate the market based on a new idea.
   c - Enhancing trade policy and trade facilitation measures for strengthening the entire supply chain.

The Project of RIA Under (a) and (b) of the PED-SP2. The project came after a fact-finding mission and the implementation of promotional activities and raise awareness since 2009 and reached the signing of the Memorandum of Understanding between the Government and ADB in June 2010.

The purpose of this program is to expand and diversify the private sector by improving the business environment. Structure
Impact assessment Legal Regulations

Project Implementation
